Can a city eSIM be used beyond that city?

Yes. A city page sells its country's eSIM plans, so the e SIM works across the whole country. Buy on the Tokyo page and you get a Japan plan, which also works in Kyoto and Sapporo. Island, state and nation pages work the same way.
