Ukraine has three main mobile operators: Kyivstar (part of Veon), Vodafone Ukraine, and lifecell (part of Turkcell). All three operated extensive 4G LTE networks before February 2022. HelloRoam eSIMs connect via Kyivstar or partner networks where available.
Prior to the 2022 conflict, Ukraine had one of the best mobile networks in Eastern Europe, with 4G covering all major cities, towns, and most rural areas. 4G coverage in Kyiv, Lviv, Kharkiv, Odesa, and Dnipro was excellent.
Since February 2022, network infrastructure in conflict zones has been damaged. Western Ukraine, including Lviv and surrounding regions, has maintained relatively normal network operation. Kyiv has maintained coverage though subject to power outages. Eastern and southern Ukraine have significant network disruption in active conflict areas.
For travellers in Lviv and western Ukraine: connectivity is generally functional on 4G. Download offline maps of your route before crossing any border from Poland, Slovakia, or Hungary. Emergency and consular contact information must be saved offline before entry. Australian travellers should confirm their handset is unlocked and supports the local network bands.
